CSRS AND FERS CHECKLIST
WHERE TO SEND THE ORDER

An official copy of the Order, certified by the court, should be sent either certified mail or registered mail (return receipt requested) to the following address:

Office of Personnel Management
Retirement & Insurance Group
P.O. Box 17
Washington, D.C. 20044

A letter containing the following information should accompany the official copy of the Order:

  • The full name and mailing address of the Employee and Former Spouse.
  • A signed statement stating that the court order has not been amended, superseded, or set aside.
  • Identifying information concerning the employee or retiree, including his/her full name, date of birth, civil service annuity claim number (if already retired), and a Social Security number.
In addition, a copy of the Final Judgment of Divorce or Divorce Decree and a copy of the Marital Settlement Agreement or Property Settlement Agreement should be forwarded to OPM with above mentioned items.

If the Order is determined to be a Court Order Acceptable for Processing, the OPM will send you notice and information pertaining to the annuity and survivor annuity.

It is important to read the notice and information pertaining to the annuity and survivor annuity sent by the OPM very carefully to be sure that it addresses all of the benefits designated to the Alternate Payee in the Order. For example, if the Alternate Payee is to be awarded a survivor annuity, as well as, a share of the Participant's annuity, both benefits should be addressed in the information sent by OPM. This will ensure that the OPM's interpretation of the Order is congruent with the interpretation and intention of the parties involved. If it appears that the OPM's interpretation of the Order is different than the parties involved, the OPM must be notified immediately or benefits may be assigned and dispersed in a manner not intended by the Employee and Former Spouse..
